Do we count all Jira users when we pay for Portfolio?

If i have 50 active users on Jira and only 5 will be using Portfolio, do we pay for the the number of jira users or only for the Portfolio users?

You will need to licence it for 50 users.

It's not quite "licence for total number of users", it's actually for "the largest number of users you have in an application".  If you have 10 Core users, 3 Service Desk agents and 50 Software developers, then although you have 63 users, you only need to licence the largest one for 50.
