target dates not used in Portfolio

I can't get Portfolio to use the target dates I enter for scheduling. The target dates show up in the Scope window that lists one line for each issue. When I view the Target Schedule, I have dark blue lines where the issue should take place, but the scheduled date is the entire release.

 

If I use the drop down menu for Release and select Calculate, then it removes the task from the release and schedules it correctly.

 

Is there more guidance on the behavior of target dates?
