Sharing project scope between 2 plans doesn't work?

I am having issues in Advanced Roadmaps (Plans) where I am sharing 'scope' in the form of Initiatives, Epics and Stories between 2 plans. 

The behaviour I am seeing is that if epic x is used as scope in Plan a, Plan b cannot see epic x. 

Can someone tell me if this is by design?  It feels that you should be able to create multiple plan views using the same data?

 

Any help appreciated!
