we realized that the progress bar is turning green in 2 cases:
1. When the tickets are resolved (seems right)
2. When the original estimate matches the actual estimate hours ( this seems wrong) because the devs may take more time than the original estimate and that doesn't mean the ticket is resolved.
Is there a way to configure this to show progress only when # 1 happens and not # 2?

have you tried setting the remaining effort estimate, because if no remaining effort is set, the original estimate is considered. For more info, check out the documentation link below and take a look at Time based progress trracking.
