No issue types in Portfolio dropdown when trying to map Hierarchy Levels

Hello,

I seem to have a problem with mapping Hierarchy levels.

Despite nothing being mapped yet, the dropdown says that all the issue types have been mapped already.  This also happens when I make new issue types and hierarchy levels.

Any idea what could be causing this?

Thank you Roi, the problem ultimately resolved itself. I assumed that I would be able to map issues after they have been created in JIRA, but they only appeared for mapping after being used in a project.
