How do I create a portfolio plan using v8.16?

I am using a Sandbox version of Advanced Roadmap.  There seems to be things missing, such as the "Dependencies" link and the "Portfolio" link.  Do I not have the right access?  What are the prerequisites for being able to create a portfolio plan?

To create a plan using Advanced Roadmaps, there should be a drop down at the top of your screen that reads "Plans". 

Would you be able to include a screenshot of what you're seeing?
