Groovy code for notifying users when Version is released via scriptrunner

Hi,
We would like to implement a Script Listener to notify (via email) a group of users whenever a Version is released.
The only REST API call i found in the official document is : Send notification for issue as following:
POST /rest/api/3/issue/{issueIdOrKey}/notify.

This will not work for us since we want an email notification for version.
Anyone can help? i am ok with sharing helpful resources .
