Is it possible to send attachment via email using automation?

We need to somehow transfer the information from Jira issues to a different system, and we need to send the attachments too.
Is it possible to create automation rule which sends the issue attachments using email?

Or is there any smart value that we could use to send the URLs of those attachments?

Not OOTB to my knowledge. Others have find a workaround with a 3rd Party App like ScriptRunner.
