Has anyone had a problem with Atlassian customer service when it comes to getting quotes? I am trying to get academic pricing and I'm getting quotes that are charging more than it should. Instead of getting an answer or the issue resolved, my tickets get closed.

...the discounts available are different per product, and available to qualifying academic institutions.

In what way is the price incorrect? 

Are you not being quoted a price that matches the documented discount?

Does the quote have any discount or are you receiving a full-priced quote?

Have you gotten any indication during the quote process that Atlassian recognizes you as a qualifying academic institution?

Is it possible that the quotes include applicable local taxes? My single user standard costs $6.40 but then 21% VAT is applied...
