Is Atlassian Community built on an Atlassian product and available for private use?

Atlassian Developer Community appears to be built from the same base with minor implementation or configuration differences.

I ask because I'm evaluating products for engaging my own products user base.

Taking a look at the HTML source of the Atlassian Community, it appears higly likely that the Atlassian Community is now based on the lithium platform: https://www.lithium.com/products/online-communities/
