we only tried to add someone to the workspace and remove them again, we were charged the full amount for the year. Can we ask for a refund somewhere?

Generally speaking, this is non-refundable. Once you pay for a years subscription for a member, you can't get it back. What you get instead is a license that can be reassigned to someone else.
Looking through the terms and conditions, there is the possibility of refund within the first 30 days:

If Atlassian have just charged me and I have cancelled two members (not sure by inviting them to a board I was charged a memeber fee?!? and can not find an answer online!) in the past week can I get reimbursed? There was no warning or invoice notice, I just noticed it in my bank account.

If you add someone as a member to a Standard or Premium workspace, they will be added to your billable users. This is particularly important if you pay yearly because you are committing to those members for a whole year.
If you add someone as a member to 2 or more boards, the same rule applies.
If you remove them from the workspace, you will not be charged for them at the next billing cycle.
If you pay monthly, that means you will not be billed for them in the next months payment
If you pay yearly, you will have to wait until the next years billing for them to be removed from the billing.
There are no refunds, just available licences.
Now, if you add 2 new people, they will take up your available licences and not be additionally billed.
I know it is a bit confusing but I think it is very similar to other software.

I just can not work out what I have done different to the other 10 or so individuals I have added to my boards not as a billable user. The 2 people became members (1 person to 1 board each) which I do not want them to be and have no need for extra members at this time.
Also there is no warning when it happened and I also wasn't emailed an invoice to notify me that I did it. But lesson learnt I need to be more careful!
