can't invite guest

I've uses trello for 2 years.
Until now there was no problem inviting guest, but now when I inviting guest, this message pops up.

Atlassian Team members are employees working across the company in a wide variety of roles.

Enterprise admins can impose restrictions on who can be invited to a company workspace. It may be good to check if your company admin has turned on this new restriction.
