can a free license person use a board setup by a business class person?

I am setting up a team and have identified a number of people who will be upgraded to a business class license. However, there might be some others who might interact  in a minor way with a few boards, mostly in a "view only" mode. Do I need to include these additional people in my business class team or can they use the board using  free license.

So, i believe you can have guests on a board on your team and you're not charged for those, but if those members are guests on multiple boards, you are charged for them. (This article gives a little more detail.)
