The Observer feature is not included in the Standard plan—it’s available with the Premium plan. You can view a detailed comparison of features included in each plan on our pricing page.
Just to add to this, since it's often a point of confusion:
In Trello Premium, you pay per billable seat.
When you add someone to a board, you can either add them to your workspace as a workspace member or add them as a guest to the board. This has nothing to do with their permission level (i.e. "Observer")
If a guest is on one board only, they are not billable.
If a guest is on multiple boards, they are billable.
If someone is added as a workspace member, they are billable no matter what.
Whether someone is an observer or not has nothing to do with whether they are billable or not.
If you're considering Trello Premium and are trying to figure out how much it will cost, the above will tell you everything you need to know. Trello Premium, for me, has been well worth the cost!
