Someone will only be able to edit a board if they're a member of it, I'd recommend checking the boards they're unable to edit to make sure they're still a member of them. If they're not a member, you can use the steps here to add them back to the board - https://support.atlassian.com/trello/docs/adding-people-to-a-board/
