Why doesn't my move card automation always work?

I work at a company where we make custom jewelry products for customer where each Trello card is a unique job with all of the information from our client written in the card. Our customer representatives communicate with our customers and will add comments and images to the card if the customer has any edits they would like to see. I have set up a Trello automation to move the card back to a list where our artists can see that changes are needed to the design. It works great most of the time, but sometimes the automation just doesn't activate. I am attaching an image of my automation.

Could it be that you have exceeded the automations limit on the free plan?

I think you might be right, after looking into the limits, I came across the "automation quota by plan", I have attached it here just in case anybody else has this same issue. I do wish that Trello would email you when you reach the end of your quota limits and give you the opportunity to upgrade. Thank you for your help!
