I am writing small VBA application to consume Trello's export JSON, and create a Microsoft Word document showing a snapshot set of lists, cards and comments.
In examining the JSON, comments only seem to appear under the "actions" section of the JSON structure, mixed in with all the other actions.
Q1 : Is this the only place that they appear, or have I missed something?
Q2 : Do all comments always appear under "actions" : i.e. is "actions" just an ever growing history list?

That is indeed where comments are found in the JSON export. Because the JSON export will include all actions taken on a board, that information is presented as a history of actions like this, so comments will always be there.
