What is the best plan for 200 volunteers?

I am wondering which plan makes the most sense for 200 volunteers to be able to access the site. I will have one Board for all volunteers where updates, important info, adoptions, photos, etc. will be accessed. I'd like to also create a board for cat and dog foster needs. Volunteers really only need the ability to see the lists in the boards and comment on them and upload photos. I am a bit confused between member, vs view only, vs observer. Thank you!

Let's try look at https://trello.com/pricing and digg together into the best approach according to your needs.. 

Trello Free

  • 10 collaborators per workspace.
  • Any collaborator on a board is a full member (can edit) but there is no observer/read-only role on Free, so.. 

Not viable for your use case if you need >10 people to access boards.

Standard Plan

  • Removes the 10-collaborator limit and gives unlimited collaborators and boards
  • But still no Observer/read-only role. Anyone you invite to a board is a member with edit permissions.
  • You can invite people as guests to a single board for free but once they’re on more than one board, they count as a paid user.

Not sure.. Could work if you can keep each volunteer on only one board but they will still be able to edit everything on that board.

Premium Plan

  • Includes everything in Standard plus finally the Observer role (read-only/comment access).
  • Observers can view, comment, vote, download attachments, and upload photos (if board settings allow it). They cannot move or edit cards or change board settings.

Might be the best options since Observers are good for your volunteers - they might then see info, comment, and upload photos, but not accidentally change things.

Enterprise Plan

  • Adds organization-wide controls and advanced security

Probably overkill. Not necessary for most volunteer groups unless you need centralized administration and company-level governance.

So in my opinion - Premium Plan might give you best flexibility

A single-board guest (whether member or observer) does not count as a paid seat on Standard or Premium (so you don’t pay per volunteer) as long as they are on just that one board. If you put someone on two or more boards, they become a billable user/seat. So if you like to create other boards then consider that fact.
