What is the bare minimum number of members required on a board?

Our organization uses the free version now. If we updated to the Standard package and only had one "member" ($5/month) and the other 15 users as "guests" of a single board, would that be allowable and would we only have the $5 monthly charge?

Absolutely!  Not only is it possible, I highly encourage it.  This is the way to get the very best value out of Trello...

Note, it is $5/month when paid yearly ($60/yr).  If you pay monthly, it is $6 a month. Either way it is excellent value.
