Unable to approve join request

I'm the admin of a free board with 9 users (3 admin including myself and 6 members). An additional user is requesting to join, but I am unable to accept their request.

My understand is that free boards can have up to (and including) 10 users. 

Why can't I approve the join request?

Hi Sophie, welcome to the community.

The 10-collaborator limit includes both Workspace members and guests across all boards within that Workspace.

It's not 10 users per board; instead, it's 10 users per Workspace. You can view the total number of members and guests by visiting the Members page within the Workspace.
