Hi - I've spent over two hours trying to figure out why Trello will not allow me to convert single board guests into multi board guests. I am admin and have a premium account. For reference, there are currently 9 multi board guests associated with my account and I need to add three more. If I remove an existing multi board user from the board then the single board users can access and essentially take the "empty seat." I thought premium offered unlimited multiboard guests though?
Thank you! For whatever reason it started working and I was able to add them as multiboards guests without having to make them workspace members. Appreciate your response!
Multi-board guests are billable. More details on billing are available here https://support.atlassian.com/trello/docs/how-billing-works-with-trello-premium-and-standard/

Thank you for the information. I'm aware they are billable and upgraded to Premium for that purpose and sharing capabilities. I wanted to increase paid "seats" from 9 to 12.

Multi-board guests must be Workspace members. When you add a Workspace member, you will be charged for that license.
I've used the Mirror cards to have cards on other boards. Even if a guest is on one board, you can mirror the card to other boards. I hope this helps.
