Is there a Trello powerup that can automate placing the content of a card description into a comment when the description is updated?
Or someway to view Description history including all changes since card creation?
All alternate suggestions welcome.

There are no Power-Ups that we are aware of that could automatically do that.
You can however review and recover previous versions of the descriptions using the JSON export of the card: https://help.trello.com/article/783-recovering-the-description-of-a-card-that-has-been-changed
