Trello Premium Applies to Admin and Guests?

Hi,

We have one workspace between our team and considering upgrading too premium. Hoping to clarify will the payment be applied per user within one workspace?

If not, what is the difference between the premium benefits from admin to guests? I.e if one member is set as admin and the remaining are guests, can guests users avail of the premium features?
