The 10 most active Workspace boards will remain open. Other boards will be closed, but not deleted. Extra boards can be closed or moved to a different Workspace before downgrading.
How to reopen a closed board

Boards in that Workspace will become view-only until the number of collaborators is reduced below 10. More about the collaborator limit in free Workspaces

Data from paid features will be hidden, but not deleted. Export data before downgrading, or upgrade again to view the data.
