For the student discount specifically, I'd recommend reaching out to Atlassian, they can confirm whether a student pricing programme is currently available for Trello and guide you through the verification and upgrade process. That's not something the community can arrange from here.
Going forward to next thing, Trello actually doesn't have a native CSV import feature on any plan. What's available natively is CSV export (on Premium only), but not import.
For importing cards from a CSV, you'd need a third-party Power-Up such as "Import to Trello by Blue Cat" or similar, which you can find at trello.com/power-ups. The good news is Power-Ups don't require a paid plan to install, so this route is available even on Free.
