Is there a way to specify a date when Trello will automatically:
--copy a Board to a new Board.
--send me an alert to take action on the new Board. (The alert can be in the form of a due date inside Trello or in the form of an email to me).

@Jim Here's a Trellinator command that, if installed on a board would create a new board copied from a template for each card you create then link that board back to the card.
It then calculates the offset in days from the first task on the copied board and now, and applies the same offset to the due dates of all card.
This will keep the intervals the same, but update them to be offset appropriately from the date the board is created:

Hi Jim, these kind of automations can usually be done with the Butler Power-Up.
I just checked your use cases, and unfortunately there is currently no action available that would create a copy of a board.
Your 2nd use case could probably be accomplished (but I'm just not sure if that's of interest for you if the 1st use case can't be done). - Can you let me know?

Thanks Katrin. If copying boards cannot be automated, then you are correct, getting an email to take action isn't really of interest.
Basically, I'm trying to use Trello for the following kind of workflow/process:
I give a presentation about 4 times a year. The dates are not consistent, e.g. every 4th wednesday of every 3rd month. However, I do know the dates many months in advance.
There are many steps I need to do before a presentation. One thing needs to get done 8 weeks in advance (book the room and begin marketing), one thing needs to get done 2 weeks in advance (update the Powerpoint), etc.
I can create a board as a template, with each major step as a different card on that board. The main thing is I want to get reminders to actually take action for each step on certain dates (e.g. 8 weeks prior for one card, 2 weeks prior for another card, etc.).
I was hoping to copy the template board, have each card get a new due date based on the next presentation's date, and have all of that as automated as possible.
If Trello cannot do that, is there another tool out there that could help? And I'd use Trello for all my one-off tasks and projects.

I was checking out other tools, but there currently seems no way to automatically copy a board.
Therefore, I would suggest to set up a template board and work with a master date.
For instance, you could create a card and name it with the date of your presentation. Then, you set up a number of rules that create notifications for due tasks dependent on this master date. - Is this something you think could work for you?
