First, check Automation - Activity - Automation log for that rule. Trello’s log shows which actions ran and any errors or warnings, so it should confirm why the label-sorting step is being skipped.
As an alternative, try Board Assistant. Its Automatic sorting feature lets you configure a separate sorting rule for each list, including sorting by labels:

The automation logs are just showing the sort by date steps, not the sort by label steps.....but no errors:
It has been working fine, I can see from the logs it was working OK on the 14th July....so something changed/broke yesterday.
