We currently have no member with admin credentials as the previous admin left the company abruptly. How can we designate someone to move from a member to an admin?

Please be informed, this is a common and difficult scenario because Trello (and Atlassian) prioritizes security; they cannot casually grant admin access to a requester, as they cannot easily verify if the requester is the legitimate owner.
