Hi,
There was a situation in my company when a new member was added to two workspace's boards in total (both using the share button and his email) and some time later we've noticed that he is a workspace admin. Surely noone made him an admin on purpose and we are wondering how could he did it himself?
Maybe he requested to be an admin and someone accidentally accepted (but all the legit admins don't recall it). It can also be connected to the fact that meanwhile someone (maybe also him, he's a real troublemaker) started a premium trial on this workspace.
Can you help us solve the riddle and prevent similar situations in the future? :)
Is your Trello on a free or a paid plan?
According to this help page...
All members of a Free Workspace are admins of the Workspace. However, Free Workspace admins are not given access to all boards in the Workspace. Individual boards must be managed by the board admins.
If it's a Free instance, this might explain it.
If not, as far as I know only another Admin can add an Admin.
You could try contacting Trello Support though, see if they can investigate further?

It was a workspace using the free plan on a premium trial... But in the list of the workspace members of all 40 people only one was listed as an admin.
