New members. Says out of capacity even I have only 7 members

I am using free Trello for a small team. It has 7 active members, was trying to add 2 more, but they can’t join. They get a message that we reached 10 members. How it can be sorted, please?

Hi @Marina Bakh , 

Do you have any pending invites, guests, or deactivated users still tied to the workspace? Check in your workspaces->members , and remove the accounts you don't want or need anymore.
