My account is added as admin but can't upgrade to premium

My old account invited my current account to be an admin before my old account got deactivated. Now I can't grand member request. It says I'm not an admin and don't have the access to upgrade my board.

There are: 

1. Organization Admins
2. Site Admins
3. User Access Admins
4. App Admins

Org Admin (top of the food chain) would let you change your license to premium.  I cannot say about the lower levels.
