Our Trello cards are assigned a member, and then given a start and end date so that they appear in the Calendar view, and eventually (After several hours) sync with my Outlook calendar so they can be viewed there as well. But when viewing the event in Outlook, no people are assigned and therefore they could end up being double booked through meetings organised through Outlook.

You are seeing the correct behavior. This feature does not support adding other users to your calendar through the iCal.
Unfortunately, we’re unable to sync and add other users because email addresses are private and cannot be shared. If users were added to the calendar, their email addresses would be visible to others, which could compromise their privacy.
When you add the iCal link to your calendar, it will only appear for you. If other users would like to view the calendar, they'll need to import it themselves through Trello as you have done.
