Make Template option does not appear in the side menu

I have a free forever trello account and I have created a board. I wanted to make a public template from the board, but when I go to the side menu and select more - I don't have an option to "Make Template"   Any ideas?  From what I have read, all users can create templates so I'm not sure why the option is not visible?

@Leonie Fernandes board templates are a business class feature, but you can just make your board public then anyone else can copy it.
