Is there charges individual team members

Withing a Free Trello, can I add max to 20 people in a team for project management where they can upload and update the dashboard or do I have to enroll in business class to add them as an admin so that they can upload or edit the card whenever they want and what will be charged.

Basically free plan of trello supports multiple admins.
