Is Trello Billed by the Number of Users or by the WorkSpace Subcription?

Hello,

I am making an enquiry on behalf of a business.

We recently upgraded one of our workspaces after reaching the collaborator limit on the free plan. While reviewing our billing, I noticed a notification indicating that we are being charged USD $12.50 per license each month, plus USD $1.25 tax, while also paying for the upgraded workspace.

The workspace in question is on a Premium subscription.

It currently has one workspace member and six multi‑board guests.

Could someone please clarify what these charges relate to and explain how the billing structure works?
