I want to assign tasks to people without them being part of Trello

I want to assign tasks to different people ie. tradesmen without inviting them to Trello. 

This is to help my own organisation so I know which tasks I have already assigned etc.

Yes you can assigns task to different people by using the Labels option. You can create a unique label for each tradesman. 

After that you can add the relevant label to each card who is responsible and then you can filter the board by labels which you have created to see all the tasks assigned to each tradesman.

When assigning some who is not a member of the board you want to also communicate with them. I would you a contact management like Contalist. You can do a lot more with it like having them reply directly to the card, or collect information from them or share information from the card like card description, etc

Aside from @Pallavi Shirodkar suggestion, which I think is the best, you can also create lists with each merchant's name and move the cards currently assigned to each one.
