I'm trying to move a board from 'Trello Workspace' to 'Personal Boards' but doesn't work?

I'm on the 'free' tier Trello and have created a board in 'Trello Workspace' that I want to move to 'Personal Boards' but Trello does not give me the option to 'Change Team' in the Settings menu?

The Settings have the option to 'Change Team' - but does not give me the option to choose 'Personal Board' in the drop down menu.  The Settings only allows me to keep the board in the 'Trello Workspace.'

On the board Homepage 'Personal Boards' row, I've clicked '+' to 'Create new board' but the team it defaults to is 'Trello workspace' and not 'Personal Boards'.

I already have 1 x Personal Board setup (from 2+ years ago) and now I want to create a another Personal Board. Is it no longer possible to create a Personal Board in the free tier on Trello? If so, how do I do this?
