I am looking to purchase Trello Premium for our business but I have some questions.

If I purchase Trello premium can you please provide me with the following information:

- Why is it making me purchase three users for the premium account if I only have two users in the workspace?

- If I purchase premium then can I invite observers to the boards from outside the business and then after they have completed an item can they mark these as complete without having an account etc?

Well, Trello charges for each individual person who has access to your workspace boards.  And You can invite outside people as Observers but they must have trello account. Observers can only view cards until they don't have an account.
