How to set adequate permissions on a Trello page?

Hello,

I run a few forums for a video game and want to assist players being able to track their progress in the game.

The game has approx 150 levels and my Trello page has each level ranked.

The idea is for players to login to the Trello and post that they have beat one of the levels. Then a member/admin can verify that they did, and add their name to the list. 

What I need is permissions-per-tab. Any Trello user can comment in the initial tab, and then members can comment in the level tabs, and admins can edit tabs.

Right now, I have it where any Trello member can see the page, but only members can edit tabs. I'm more or less stuck here.

Members and admins seem to be the same thing...

Any feedback would be appreciated.

Admins have a few extra privileges, depending on how you have your board configured. Generally, they can add and remove other members from a board, as well as edit Cards within that board. 

Public boards can be configured so that any Trello user can comment on cards in that board, but there isn't a way to control which cards they can comment on when this feature is turned on I'm afraid. 

Members will always have permission to edit any card in the board, unless they're set as an Observer. Observers are a read-only member of a board, and would only be available on Business Class teams. This seems to be the sticking point, as there's not a way to both control who is a member of a board, and not allow those members to edit the board. To do that, each member would need to be part of a Business Class team.
