@Ramil in order to create a board that people can see but not edit, the best way to do it is to create a team viewable board with commenting permissions for team members. That way only members of the board can edit cards, but everyone on the team can see and comment.

When you say participants are you referring to Service Desk request participants? By default they cannot edit the description or any field for that matter. Participants have the permission to view and comment on the issue.
If by participants you mean Jira users, you can restrict who can edit issues altogether, or add bespoke behaviours
