How many users can you have on Trello before you have to pay for it?

We have 41 users at the moment, I am trying to add another one but it's not letting me. Is there a limit to how many users we can have before we have to pay?

@Lydia Barnden you  only pay for users who are in a business class or enterprise team you are the owner of
