How do I set specific board permissions for a client?

Before I upgrade to Business Class I want to find out if I can do this. I'm sure I can but I want to be sure. 

I want to add a client to a single board but I don't want this client to see anything else in this Trello account. I also want this client to be able to move cards from one list to another list after they have taken the suggested action. I don't want them to be able to add other members. 

What do I add the client as and how do I set permissions to achieve the above?

I was initially thinking of creating a free Trello account for each client but now I'm thinking the above is much better and less work.

@John Rowe if you add each external client account to only one board, they won't impact your billing and you can set permissions to prevent them from inviting others:
