How can I add an observer to my Trello board without adding them to my workspace?

I’ve been trying to add two people to my Trello board as observers. I’ve read this Atlassian support article and watched several YouTube tutorials, but I keep running into the same problem.

No matter if I enter the others' emails or usernames, I get the error:

"The board can only be shared with members in your workspace."

From my understanding, adding anyone to my workspace will trigger additional charges, and I’m already paying for Premium. I want to add observers so I can show two people specific things on the board. Even if I make the board public, they still can’t see it via the link.

Is there a way to add observers without adding them to the workspace (and without incurring extra costs)? It’s been a bit frustrating. Any guidance would be appreciated!
