The 10-member limit on the Free plan is counted across your entire Workspace, not per board. So even though your board only has 7 members, your workspace likely has 10 members in total across all boards.
To check your workspace members:

Click on your Workspace name in the left side panel of Trello

Select Members
-
Here you'll see the full list of all members in your Workspace — this is the count that matters for the limit
You'll likely find that there are other members in your workspace who aren't on this specific board but are still counting toward the 10-member cap.
From there, you can remove the unused members to free up your workspace.
