I would like to set up a functionality, where my team can repost issues on Trello, using 'Email to Board' functionality.
Where a team member can send an email to the board, and it creates a card under his/her name. From there, I can manage that card around the progress made around it
You could setup an automation rule such that when a users email address is present in the card description (which it would be if they forward the email from their email account), then assign the card to that user.
Note: you would have to set up this rule for each email address that will be emailing that board.

I have not paid much attention to this aspect of email to board. At any time there is only one valid email to board address. I suspect the associated id is the board owner.
