@Michael Arrick anyone who is a member of a board can edit the board. The only way to have a non-public board visible to someone who cannot edit it is:
1) Add them as an observer to a board (requires business class)
2) Make the board team viewable and add that person as a member of the team
You can then control who is able to comment in each of these scenarios.
