Unfortunately, permanently deleted cards in Trello cannot be recovered once they've been deleted (not just archived).
According to Trello's official documentation and multiple community threads, deletion is a permanent action — unlike archiving, which keeps items indefinitely and allows easy unarchiving.
If you have any recent exports/JSON backups of the board (via board menu → "More" → "Print and Export" → Export JSON), you could recreate the cards manually from that data.
Third-party backup tools (e.g., Rewind for Trello, BackupLABS, FluentPro Backup) can restore deleted items only if you had them running and backing up before the deletion happened.
