Disable copy board for observer

I have a business trello account, an observer was able to copy a team board and then set this copy of the team board public 😖 how do I disable the “copy board” function for observers? Thank you

This is not an answer to your question. I was an observer and I was surprised I can do that including the data. While it helps me with my work such functions should only be reserved for Admin.
