Can unlicensed users operate on the dashboard panel created by licensed users?

We have 10 business class user licenses for your company. Can 20 different users who do not have a license operate on the panel managed by these users or do the other 20 users have to be licensed?

@Erol_Tosun when a user is a member of more than one board in the same business class team then they are billable as a multi-board guest. If they're only one one board in the team, then they are free.
