That message means Trello won’t let you delete the account while it still owns an active plan.
Cancel the Trello subscription first from the Billing page and make sure there are no active or pending entitlements left. Once the plan is fully cancelled and billing is closed, you’ll be able to delete the account. If it still blocks you after cancellation, Trello support can clear the billing role for you.
